Mr. Forrest: It may be equally well, if I remember the chemoters
correctly, "General agent to the Immigration Office". It is
very difficult to express that in Chinese without a certain
amount of ambiguity, in a short spuce.

It may be difficult but it still combines both the agent and
the Immigration Office in very close proximity.
That is inevitable. Any other agency might call itself an
immigration agency or agency for submission of applications
to the Immigration Office.
Why did you, when drafting the original of this agreement
or when signing the completed draft which I have before me
here, make that stipulation which appears in clause 14,
the appointment of an outside firm of auditors?
Because I felt that in a sense I was engaging Government
and my own Department to trust in the integrity and good
running of a firm,
Meaning by that the general agents?
Yes. And therefore it was necessary to do all possible so
that that firm would be properly run. I had to take a certain amount of responsibility for the integrity of the management of that firm,
Could you not have done that by the prescribed Exuns of
enlisting the assistance of the Goverment uditor?
I have never known the Goverment Auditor auditing the
accounts of outside firms.
You have said that Governant and Government revenue ware
involved. Is not the Government
uditor bound to make
himself ultimately responsible for the correct account of all Government revenue?
